use proposed Springs Protection Ordinances to stop Counties of Marion and Alachua from polluting the aquifer and Silver/Rainbow
Springs.
Pollution is found to be coming from sources regulated
by agencies, charged with protecting the environment. FDEP is found to be the landlord where raw sewage has been
dumped into the lagoon at Silver Springs. It would be so easy for FDEP to do the right thing.
Both Silver and Rainbow Springs could be saved if authorities charged with protecting the
environment would obey the current laws. Algae is growing in both springs because of the dumping up stream by the Kanapaha
Sewer Treatment Plant and in Ocala, the Storm Sewer Drainage pipes into the aquifer.
Wide
spread citizen complaints of sink hole use to drain storm sewer and sewer treatment plant effluent into the drinking water
aquifer has become overwhelming. For many years pollution has been grandfathered around the rules as a way to make city
and county utilities more profitable.

The Department of Environmental Protection recently came under fire as the
landlord of Famed Silver Springs. Documents from DEP show that the $2 Billion Plus agency presided over dumping of thousands
of gallons of animal waste into the Lagoon at Silver Springs even while they were funding efforts to protect the springs.
The pollution has been going on for years at Silver Springs yet FDEP sort of defends Bad Management Practices at the
attraction for reasons that remain hidden.
TAX ACTION GROUP, feels that FDEP pollution testing auditors
may have not actually have tested polluting dump sites in Ocala Florida, for decades. it is possible that they did little or no
testing, no verification of the facts as they certified and monitored hundreds of tons of nitrates entering the Drinking Water
Aquifer and Silver Springs.
Senator Lee Constantine
wants the Aquifer and Springs cleaned up. There may not be time to aquire actual test results to bring to the Senator's
attention. The Senator seemed to be visibly upset when he was told last year that he had not been informed about Orlando
Sewer and Storm Sewer Dumping near Weikiva Springs and Ocala sink hole and Storm Sewer drains in Orlando and Ocala. Hopefully, this year Senator Constantine will
be at the front line to stop the Kanapaha sewer discharge into the drinking water aquifer. Authorities are turning their attention
toward the polluters and the state testers who might have helped them pollute the Drinking Water Aquifer.
Mixing Storm Sewer Pollution with the Drinking Water Aquifer will cost utility customers millions. Filtering pollution out
of stormwater runoff before dumping into Sink Holes will keep the Drinking Water Aquifer clean.

Legislators question the wisdom of mixing Storm Sewer Pollution with Drinking Water Aquifer. Most Legislators
are surprised that DEP allows Dumping of Pollutants from Storm Sewers and "Poop" Sewers into the Drinking Water
Aquifer just up stream from Ocala. The Alachua County Gainesville Kanapaha dump pipe mixes Sewer Affluent with The Drinking
Water Aquifer and hope for the Best. Marion County is left with the cleanup. The sewage can be filtered out of
Ocala Drinking Water but at great expense. Don Browning and Company ask, "Why dump pollutants into the Drinking
Water Aquifer in the First Place?"
Actual pollution arrives at the springs from over 1000 acres draining
into tiny 1 acre Springs Vents. The City of Ocala alone sends 28 drains into the upper Aquifer just above Silver Springs.
It is easy to see why the Springs are receiving too much nutrient in the form of runoff nitrogen.
It is
impossible to stop the Algae Bloom on Silver Springs with the City of Ocala sending its Storm Sewer Runoff overland and underground
to Silver Springs.
Scientist sometimes express puzzlement when asked where the pollution is coming from.
If the Legislature gets wind of the seriousness of the Storm Drains poked into the Aquifer and the Natural Sink Holes used
for drainage of known pollution tonnage, the grants and missions for studies will be saved.

Dumping Storm Water into Sink Holes, both natural and man made is against the law.
Many professionals and government workers will lose their jobs when Silver Springs pollution is
corrected. The Springs pollution can be corrected, however many government workers will then be out of a job.
We must find these people lateral transfers in order to clean up the springs pollution. Millions of tax dollars will
be saved in grants and salarys if the springs pollution points are capped off. Benefit number one will be the end of
millions of tax dollars flowing to Springs Protection workers who are actually protecting pollution sources in order to increase
their annual funding.
Funding for Florida's Springs Initiative origionally was less than a
few million dollars. Now requests exceed $14,000,000. Companies now depend on annual funding just to be a spokesman
and coordinator for Springs Protection. Citizens find it difficult to believe that Drainage Pipes into the upper Aquifer
are actually protected by officials turning a blind eye. If these sources of pollution are stopped the officials will
lose their funding. Not difficult to understand why year after year, for over 40 years the pollution has been increased
by Cities like Ocala.
Marion County Springs Protection Zones are a misrepresentation of the protection program. The Zones actually stop at
the City of Ocala limits. People believe that Ocala and especially the Ocala Star Banner are in the Springs Protection
Zones. They are not. Actually, by using the County Commission as the governing body, Ocala takes all envforcement
off the pollution near the springs. The 28 Drainage Wells dumping into Silver Springs are and have been exempt from
Marion County Springs Protection Laws.
